2024/25 Grant Cycle Executive Board

The Executive Board is the senior leadership team of Impact100 Westchester, responsible for setting overall policy and for overseeing all activities of the organization.

Noelle Ifshin, Co-President

Noelle grew up spending time between Manhattan and Westchester, and presently resides in Elmsford. She earned a BA in Economics and History from Connecticut College and then followed her passion to study at the Culinary Institute of America in Hyde Park, NY. Over more than 25 years in the hospitality industry, Noelle planned, launched, and led kitchens in a number of successful and noted restaurants spanning from Manhattan to the East End of Long Island; ran the NYC food and beverage operations for Entertainment Cruises (now Hornblower Cruises); and created 4Q Consulting, advising established and fledgling restaurants, food service and hospitality businesses. Noelle has transitioned her career to commercial Real Estate with a national development company and is currently licensed as a Broker in 8 states. Noelle has volunteered at the Westchester Food Bank and is a member of her synagogue’s Social Action Committee, addressing underserved areas around Southern Westchester.

Nancy Winkelstein, Co-President

Nancy joined Impact100 Westchester in 2019.  She was chair of Grant Review Committees for 2 years before becoming Co-President.  A social worker by training, Nancy has been involved in nonprofit work, both professionally and as a volunteer, for over 30 years.  Starting with PTA positions, from Room Rep to PTA President, she has also been on the board of RADAR, a local drug and alcohol awareness organization and President of the Larchmont-Mamaroneck Student Aid Fund.  Nancy was an Executive Board Member of the Art Therapy Project in NYC for 6 years, as well as a volunteer with Musicians on Call and an online Crisis counselor with the Crisis Textline.

Nancy and her husband live in Larchmont where they raised their 2 children.  When she has time, Nancy loves being out in Nature, being with family, reading and staying active.

Carol Pouchie, Nonprofit Relations

Carol joined Impact100 Westchester in 2019 and has served as a Grant Committee member, as well as a member of the Finance Committee. Carol has a long history of service in the nonprofit sector. She is currently the Board Chair of the Community Resource Center in Mamaroneck NY, and she has served as a board member of several other local nonprofits.

Born and raised in the Bronx, Carol attended Cornell University as an undergraduate and she obtained her MBA from New York University’s Stern School of Business.

Carol and her husband are residents of Harrison and their 3 children live in Manhattan, Washington DC, and Richmond Virginia. In her spare time, Carol enjoys doing Zumba, boxing, traveling, and reading.



Joan Rosen, Membership

Like many of us, Joan first became involved in volunteer work as a member of her local PTA, serving as co-president of the Murray Avenue School PTA and later as co-chair of the Larchmont Mamaroneck PT Council.  After retiring from her professional career 2008, she became more active as a Westchester community volunteer – on the board of Planned Parenthood Hudson Peconic for more than 10 years, serving as chair from 2018-19 and continuing to serve on several committees; as president of her synagogue in White Plains, co chairing a capital campaign and helping to lead the congregation’s racial justice efforts; and as a volunteer at UJA Federation of New York. Joan has a BS from Cornell University and a JD from the NYU School of Law. She has practiced law and, following her PTA and PT Council service, was the Director of Public Information for the Mamaroneck Union Free School District.

Joan has lived in Larchmont for 34 years, where she and her husband raised their son and daughter. When not volunteering, Joan loves spending time with her family, especially her three grandchildren. She also enjoys golf, hiking and travel.

Andrea Meyer, Secretary

Andrea has served as Grant Review Committee Co-chair for many grant cycles and has been a dedicated member of Impact100 Westchester since our founding.  

Diane Hirschberg, Treasurer

Diane was a career commercial and investment banker most recently with BMO Capital Markets, specializing in delivering foreign exchange & capital markets products to corporations and institutional investors. Diane retired in 2015 and embarked on a second career as an insurance broker and an enthusiastic and engaged nonprofit volunteer.  In 2017, Diane completed a master’s degree in nonprofit leadership at Fordham University. Since. In 2018 Diane became a licensed NY State health and life insurance agent, helping individuals under 65, and small businesses and nonprofits navigate the complex and frustrating health insurance market. Diane’s nonprofit volunteer activities underscore her passion and commitment to support the nonprofit sector. Diane is on the Executive Board of the American Jewish Committee (AJC) Westchester/Fairfield Chapter. Diane also is a member of the Women’s Bond Club in NYC, and a past co-chair the Charitable Giving Committee. Diane lives in Westchester County with her husband Razy, and has two children who live in NYC.   

Roberta Shapiro, Technology

Roberta is a real estate professional and a CPA.  She manages information technology to support real estate appraisals and generate market reports on sales trends in the nation’s most desirable zip codes.  A long-time Edgemont community volunteer, she has served on the Edgemont School Foundation and PTA, and led the Fort Hill Civic Association.  Roberta earned a BS in Finance from The Wharton School at Penn and graduate degrees from Columbia and Fordham Universities.  She and her husband Mark live in White Plains and have three grown children.  Roberta enjoys playing piano, improving her new home, using technology creatively, and spending time with friends.
